H. B. 940, introduced by Rep. Diane Black (R-TN), is an affront to the First Amendment, as well as the purpose to the Affordable Care Act. Its purpose is to:
To amend the Patient Protection and Affordable Care Act to protect rights of conscience with regard to requirements for coverage of specific items and services, to amend the Public Health Service Act to prohibit certain abortion-related discrimination in governmental activities, and for other purposes.
More specifically, the proposed bill would,
In General.–Notwithstanding any other provision of this title, no provision of this title (and no amendment made by any such provision) shall– 1) require an individual to purchase individual health insurance coverage that includes coverage of an abortion or other item or service to which such individual has a moral or religious objection, or prevent an issuer from offering or issuing, to such individual, individual health insurance coverage that excludes such item or service;

By allowing such an option, the bill will not be able to provide the extent of coverage that would be required by the insurers so that their expenses would be covered with reasonable premiums. It would force the increase of premiums and, therefore, make insurance coverage unattainable by those who do not qualify for premium assistance – America’s working middle class.
This bill must be stopped in its tracks. today there is a concerted campaign in support of HB-940 by the religious-right and tea-party Republicans. Our efforts need to redouble theirs.
Today – NOW – write your federal legislator today and tell your Representative that this bill allows political objectors, not just “moral objectors,” to opt out of the Affordable Care Act. Tell your Representative that this bill is taking the rights away from the workers who do not agree with their employer’s personal religious values. Tell your Representative that to support this bill rejects the morals of those who support a woman’s right to choice. Tell your Representative if he or she does not act to kill HB-940, you will work diligently to see that that person is not re-elected to Congress in 2014.
